Take notice that on April 6, 2006, Dynegy Inc., on behalf of certain public utility subsidiaries, filed a joint notification of change in status with respect to Dynegy’s recent acquisition of a percentage in Rocky Road Power, LLC’s indirect ownership interest. Any person desiring to intervene or to protest this filing must file in accordance with Rules 211 and 214 of the Commission’s Rules of Practice and Procedure (18 CFR 385.211, 385.214). Protests will be considered by the Commission in determining the appropriate action to be taken, but will not serve to make protestants parties to the proceeding.     Eastman Cogeneration, L.P. (Eastman) filed an application for 
market-based rate authority, with an accompanying tariff. The proposed 
market-based rate tariff provides for the sale of energy and capacity 
at market-based rates. Eastman also requested waiver of various 
Commission regulations. In particular, Eastman requested that the
