SUPPLEMENTARY INFORMATION: Exports of
electricity from the United States to a
foreign country are regulated and
require authorization under section
202(e) of the Federal Power Act (FPA)
(16 U.S.C. 824a(e)).
On June 23, 2004, the Department of
Energy (DOE) issued Order No. EA–290
authorizing OPG to transmit electric
energy from the United States to Canada
as a power marketer. That Order will
expire on June 23, 2006.
On May 12, 2006, OPG filed an
application with DOE for renewal of the
export authority contained in Order No.
EA–290. OPG does not own or control
any transmission or distribution assets,
nor does it have a franchised service
area. The electric energy which OPG
proposes to export to Canada would be
purchased from electric utilities and
Federal power marketing agencies
within the U.S.
OPG has requested expedited
treatment of this renewal application
and that the authorization, if granted, be
effective for a period of five years
beginning June 23, 2006. In response to
the OPG request, DOE has shortened the
comment period to 15 days.
OPG will arrange for the delivery of
exports to Canada over the international
transmission facilities currently owned
by Basin Electric Power Cooperative,
Bonneville Power Administration,
Eastern Maine Electric Cooperative,
International Transmission Co., Joint
Owners of the Highgate Project, Long
Sault, Inc., Maine Electric Power
Company, Maine Public Service
Company, Minnesota Power, Inc.,
Minnkota Power Cooperative, Inc., New
York Power Authority, Niagara Mohawk
Power Corp., Northern States Power
Company, Vermont Electric Power
Company, and Vermont Electric
Transmission Co.
The construction, operation,
maintenance, and connection of each of
the international transmission facilities
to be utilized by OPG has previously
