The Department of State has determined, under the Foreign Missions Act, that any shipment sent from abroad to any foreign diplomatic or consular mission, or its personnel must be cleared by U.S. Customs and Border Protection solely through the Department of State's diplomatic customs clearance procedure and form. This decision makes it unlawful for any person or entity (i.e. freight forwarders) to assist foreign missions in clearing shipments through customs by any other means. It clearly states that private entities as well as foreign missions are required to comply with the Department of State's diplomatic customs clearance procedure and it is the intended effect of this rule to increase such compliance.

The Fulbright Teacher Exchange Branch in the Office of Global Educational Programs of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for an assistance award program to support an exchange program for school principals from Bolivia, Ecuador and Venezuela. Applications may be submitted by U.S. organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3). The program will provide an intensive three-week U.S. professional development program for 6-7 qualified secondary school principals from each of the respective countries. The participants will not have visited the U.S. previously and will not speak English; therefore translation should be provided throughout the program.

Pursuant to 43 Code of Federal Regulation (CFR) 3425.4, the Bureau of Land Management (BLM) Utah State Office, held a public meeting on March 30, 2006 on the environmental assessment and Documentation of NEPA Adequacy (DNA), the proposed sale and requests public comment on the fair market value of the certain coal resources it proposes to offer for competitive lease sale. The EA/DNA analyzes and discloses direct, indirect, and cumulative environmental impacts of issuing a Federal coal lease competitively for 1,760.00 acres in Carbon County, Utah. The purpose of the public hearing was to solicit comments from the public on (1) the proposal to issue a Federal coal lease; (2) the proposed competitive lease sale; (3) the Fair Market Value (FMV) of the Federal coal; and (4) Maximum Economic Recovery (MER) of the Federal coal included in the tract.

Clean Water Act Section 303(d): Availability of EPA's Decision To Add Bear Creek to Colorado's 2006 List of Water Quality-Limited Segments in Need of TMDLs

Region VIII of the EPA is hereby providing notice, and requesting public comment on EPA's decision to add Bear Creek (Segment COSPBE01a) to Colorado's list of water quality-limited segments in need of total maximum daily loads (TMDLs) pursuant to Clean Water Act Section 303(d)(2). Section 303(d)(2) of the Clean Water Act requires that states submit and EPA approve or disapprove lists of waters for which existing technology-based pollution controls are not stringent enough to attain or maintain state water quality standards and for which TMDLs must be prepared. On April 12, 2006, EPA partially approved and partially disapproved Colorado's Section 303(d) list submittal for the 2006 listing cycle. Specifically, EPA approved Colorado's listing of 119 waters, associated pollutants, and associated priority rankings. EPA disapproved Colorado's decision not to list one segment of Bear Creek. EPA evaluated all the existing and readily available data and information on the Bear Creek segment and concluded that the aquatic life use in the Bear Creek, which includes the fishery, is not being fully met. Based on this evaluation EPA has determined that the Bear Creek segment is not fully attaining the water quality standards established by the State of Colorado and should be included on the State's list of impaired waters. Therefore, through its partial disapproval of the State's list, EPA added Bear Creek segment COSPBE01a to the State's list. This addition to the State's list includes only a portion of segment COSPBE01a (i.e., Bear Creek from below Evergreen Reservoir to Harriman Ditch). EPA is providing the public the opportunity to review its decision to add a portion of Bear Creek to Colorado's 2006 Section 303(d) list, as required by EPA's Public Participation regulations. EPA will consider public comments in reaching its final decision to add a portion of Bear Creek segment COSPBE01a to the State's list.

The NPS SRC program is authorized under Title VIII, Section 808, of the Alaska National Interest Lands Conservation Act, Pub. L. 96-487, to operate in accordance with the provisions of the Federal Advisory Committee Act. Meeting minutes will be available for public inspection approximately six weeks after the meeting.

The National Park Service (NPS) is expanding the scope of the General Management Plan (GMP)/Environmental Impact Statement (EIS) being prepared for the Addition lands. As part of this planning effort, the NPS will include a wilderness study to determine if any portions of the Addition Lands of Big Cypress National Preserve (Preserve) should be recommended for inclusion in the National Wilderness Preservation System as defined in the Wilderness Act of 1964. The NPS also will prepare an Off-Road Vehicle Management Plan that will address in more detail the management of off-road vehicles in the Addition Lands. These new elements will be included as part of the GMP/EIS currently in preparation. A Notice of Intent to prepare an EIS with that GMP was published in the Federal Register of June 12, 2001. That EIS now will be expanded to include an evaluation of the impacts associated with possible designation of wilderness and off-road vehicle management within the Addition Lands of the Preserve. This notice is being furnished as required by National Environmental Policy Act (NEPA) regulation 40 CFR 1501.7. To facilitate sound planning and analysis of environmental impact, the NPS is gathering information necessary for the preparation of the GMP, the Wilderness Study, Off-Road Vehicle Management Plan and the associated EIS and is obtaining suggestions and information from other agencies and the public on the scope of issues to be addressed. Comments and participation in this scoping process are invited.
