Discussion This proposed AC would provide guidance material for design approval holders and operators for developing and incorporating damage tolerance inspections and procedures (DTIP). The proposed AC would support compliance with Title 14 Code of Federal Regulations (14 CFR) 121.370a and 14 CFR 129.16, the Aging Airplane Safety Final Rule (AASFR), with respect to repairs. For compliance, operators would need to demonstrate that new and existing repairs would have an evaluation and DTIP or other procedures implemented, if needed. The proposed AC would be applicable to repairs that affect fatigue critical structure. The AASFR also requires operators to incorporate DTIP for alterations that affect fatigue critical structure. The Aviation Rulemaking Advisory Committee (ARAC) Airworthiness Assurance Working Group (AAWG) is currently developing guidance for developing DTIP for such alterations. It is anticipated that this guidance will be incorporated into this AC. Alternatives under consideration include, but are not limited to: (1) Taking no action; (2) alternative project locations, including off-site locations; and (3) various roadway alignments within the proposed project area. Letters describing the proposed action and soliciting comments will be sent to appropriate Federal, State, and local agencies, and to private organizations and citizens who have previously expressed or are known to have an interest in this proposal. A public scoping meeting and a public hearing will be held. Public notice will be given of the time and place of the scoping meeting and public hearing.
