Preliminary Determination of Sales at
Less Than Fair Value, Affirmative
Critical Circumstances, In Part, and
Postponement of Final Determination:
Certain Lined Paper Products from the
People’s Republic of China
Import Administration,
International Trade Administration,
Department of Commerce.
EFFECTIVE DATE: April 17, 2006.
SUMMARY: We preliminarily determine
that certain lined paper products
(‘‘CLPP’’) from the People’s Republic of
China (‘‘PRC’’) are being, or are likely to
be, sold in the United States at less than
fair value (‘‘LTFV’’), as provided in
section 733 of the Tariff Act of 1930, as
amended (‘‘the Act’’). The estimated
margins of sales at LTFV are shown in
the ‘‘Preliminary Determination’’
section of this notice. Pursuant to
requests from interested parties, we are
postponing the final determination and
extending the provisional measure from
a four-month period to not more than
six months. Accordingly, we will make
our final determination not later than
135 days after publication of the
preliminary determination.

Case History
On September 9, 2005, the
Association of American School Paper
Suppliers and its individual members
(MeadWestvaco Corporation; Norcom,
Inc.; and Top Flight, Inc.) (‘‘Petitioner’’)
filed, in proper form on behalf of the
domestic industry and workers
producing CLPP, petitions concerning
imports of CLPP from India, Indonesia,
and the PRC (‘‘Petition’’).
In accordance with section 732(b) of
the Act, Petitioner alleged that imports
of CLPP from India, Indonesia and the
