IPP Energy LLC (IPP) filed an application for market-based rate authority, with an accompanying rate schedule. IPP also requested waiver of various Commission regulations. The Director’s order also stated that the Commission would publish a separate notice in the Federal Register establishing a period of time for the filing of protests.
