The Board will also meet to develop
the final revisions to the proposed
Mandatory Guidelines for Federal
Workplace Drug Testing Programs that
were published in the Federal Register
on April 13, 2004 (69 FR 19673) and to
discuss Federal agency specimen
results, confirmatory drug test issues,
specimen validity test issues, laboratory
inspection issues, and analytical
instrumentation issues. This meeting
will be conducted in closed session
since discussing these issues in open
session will significantly frustrate the
Department’s ability to develop the
revisions to the Mandatory Guidelines
or to disclose information of a personal
nature where disclosure would
constitute an unwarranted invasion of
personal privacy. The HHS Office of
General Counsel made the
determination that such matters are
protected by exemptions (6) and 9(B) of
section 552b(c) of title 5 U.S.C. and
therefore may be closed to the public.

for review and clearance in accordance

1995. The information collection is
published to obtain comments from the
public and affected agencies. Comments
are encouraged and will be accepted for
sixty days until May 1, 2006.
Written comments and/or suggestions
regarding the item(s) contained in this
notice, especially regarding the
estimated public burden and associated
response time, should be directed to the
Department of Homeland Security

requirements by submitting a letter to
the Department of Homeland Security
containing specific information.
(5) An estimate of the total number of
respondents and the amount of time
estimated for an average respondent to
respond: 5,800 responses at 30 minutes
(.5 hours) per response.
(6) An estimate of the total public
burden (in hours) associated with the
collection: 2,900 annual burden hours.
