The Draft PEA is a qualitative assessment that provides information on the potential for significant environmental impacts from each of these four strategies that will be used to inform further policy and strategy development and future implementation of the proposed changes. This analysis provides results that will be used to focus any future environmental impact analyses on the most important resources of concern. The Draft PEA found that the resource areas most likely to be impacted by these changes are air quality and socioeconomics. The Draft PEA is being issued and made available to the public in accordance with the provisions of the Council on Environmental Quality (CEQ) regulations for implementing the National Environmental Policy Act of 1969 (NEPA).
