    Take notice that on January 25, 2006, the Department of Energy, 
Southwestern Power Administration tendered for filing revisions to its 
non-jurisdictional open access transmission tariff filed with the 
Commission on December 31, 1997, to conform to the terms and conditions 
of an agreement dated March 31, 2005, between Southwestern and the 
Regional Transmission Organization of the Southwest Power Pool, Inc.
    Any person desiring to intervene or to protest this filing must 
file in accordance with Rules 211 and 214 of the Commission's Rules of 
Practice and Procedure (18 CFR 385.211, 385.214). Protests will be 
considered by the Commission in determining the appropriate action to
