Notice is hereby given that, on January 18, 2006, pursuant to Section 6(a) of the National Cooperative Research and Production Act of 1993, 15 U.S.C. 4301 et seq. (‘‘the Act’’), IMS Global Learning Consortium, Inc. has filed written notifications simultaneously with the Attorney General and the Federal Trade Commission disclosing changes in its membership. The notifications were filed for the purpose of extending the Act’s provisions limiting the recovery of antitrust plaintiffs to actual damages under specified circumstances. Specifically, Brownstone Research Group, Rome, GA; IBM, Durham, NC; and Ministry of Education (New Zealand), Thorndon, Wellington, New Zealand have been added as parties to this venture. National Council on the Humanities; Meeting

February 3, 2006.
    Pursuant to the provisions of the Federal Advisory Committee Act 
(Pub. L. 92-463, as amended) notice is hereby given the National 
Council on the Humanities will meet in Washington, DC on February 23-
24, 2006.
    The purpose of the meeting is to advise the Chairman of the 
National Endowment for the Humanities with respect to policies, 
programs, and procedures for carrying out his functions, and to review 
applications for financial support from and gifts offered to the 
Endowment and to make recommendations thereon to the Chairman.
    The meeting will be held in the Old Post Office Building, 1100
