SUMMARY: The Department of the
Treasury, as part of its continuing effort
to reduce paperwork and respondent
burden, invites the general public and
other Federal agencies to take this
opportunity to comment on proposed
and/or continuing information
collections, as required by the
Paperwork Reduction Act of 1995,
Public Law 104–13 (44 U.S.C.
3506(c)(2)(A)). Currently, the IRS is
soliciting comments concerning an
existing final regulation, REG–139768–
02 (TD 9134), Excise Tax Relating to
Structured Settlement Factoring
Transactions.
Written comments should be
received on or before April 10, 2006 to
be assured of consideration.

Abstract: The regulations provide
rules relating to the manner and method
of reporting and paying the 40 percent
excise tax imposed by section 5891 of
the Internal Revenue Code with respect
to acquiring of structured payment
rights.
Current Actions: This regulation has
gone final.
Type of Review: Revision of a
currently approved collection.

information to be collected; (d) ways to

determine the applicant’s eligibility for
participation in the settlement initiative
as well as to calculate the tax liabilities
resolved under this initiative, including
penalties and interest.

being made to the form at this time.
