DATES: This correction is effective
February 1, 2006.

SUPPLEMENTARY INFORMATION: On
January 25, 2006, the Coast Guard
published temporary final rule
establishing a temporary safety zone on
the Columbia River, in the vicinity of
Hayden Island at North Portland Harbor
(CGD–13–06–002) in the Federal
Register (71 FR 4043). In that document
the effective date inadvertently stated
the year as 2005.
In rule FR Doc. 06–677 published on
January 25, 2006, (71 FR 4043) make the
following correction. On page 4043, in
the first column, change the effective
date to read as follows:
DATES: This rule is effective from
January 17, 2006 8 a.m. (PST) through
March 15, 2006 at 5 p.m. (PST).

AGENCY:
SUMMARY: EPA is taking direct final
action to approve revisions to the
Ventura County Air Pollution Control
District (VCAPCD) and Yolo-Solano Air
Quality Management District
(YSAQMD) portion of the California
State Implementation Plan (SIP). These
revisions concern volatile organic
compound (VOC) emissions from
polyester resin material use operations
and organic liquid chemical storage and
transfer operations. We are approving
local rules that regulate these emission
sources under the Clean Air Act as
amended in 1990 (CAA or the Act).
DATES: This rule is effective on April 3,
2006 without further notice, unless EPA
receives adverse comments by March 3,
2006. If we receive such comments, we
will publish a timely withdrawal in the
Federal Register to notify the public
that this direct final rule will not take
effect.
