meeting of the Environmental
Management Site-Specific Advisory
Board (EM SSAB), Nevada Test Site.
The Federal Advisory Committee Act
(Pub. L. No. 92–463, 86 Stat. 770)
requires that public notice of this
meeting be announced in the Federal
Register.

the Board is to make recommendations
to DOE in the areas of environmental
restoration, waste management, and
related activities.

management accomplishments at the
Nevada Test Site
• 2006 Work Plans
• Recruitment campaign activities

Note: From 6:30 p.m.–7 p.m., the
Chairperson of the Citizens’ Advisory Board
(CAB) will provide a briefing entitled ‘‘CAB
Roadshow,’’ designed to familiarize
stakeholders with the overall scope and
mission of the Board.
Public Participation: The meeting is
open to the public. Written statements
may be filed with the Board either
before or after the meeting. Individuals
who wish to make oral presentations
pertaining to agenda items should
contact Kelly Snyder at the telephone
number listed above. The request must
be received five days prior to the
meeting and reasonable provision will
be made to include the presentation in
the agenda. The Deputy Designated
Federal Officer is empowered to
conduct the meeting in a fashion that
will facilitate the orderly conduct of
business. Individuals wishing to make
public comment will be provided a
maximum of five minutes to present
their comments.

Alliance Energy Marketing, LLC; Notice
of Issuance of Order
January 18, 2006.
Alliance Energy Marketing, LLC
(Alliance) filed an application for
market-based rate authority, with an
accompanying rate schedule. The
proposed market-based rate schedule
provides for the sales of energy, capacity
and ancillary at market-based rates.
Alliance also requested waiver of
various Commission regulations. In
particular, Alliance requested that the
Commission grant blanket approval
under 18 CFR Part 34 of all future
issuances of securities and assumptions
of liability by Alliance.
On January 18, 2006, pursuant to
delegated authority, the Director,
Division of Tariffs and Market
Development—West, granted the
request for blanket approval under Part
34. The Director’s order also stated that
the Commission would publish a
separate notice in the Federal Register
establishing a period of time for the
filing of protests. Accordingly, any
person desiring to be heard or to protest
the blanket approval of issuances of
securities or assumptions of liability by
Alliance should file a motion to
intervene or protest with the Federal
Energy Regulatory Commission, 888
First Street, NE., Washington, DC 20426,
in accordance with Rules 211 and 214
of the Commission’s Rules of Practice
and Procedure. 18 CFR 385.211, 385.214
(2004).
Notice is hereby given that the
deadline for filing motions to intervene
or protest is February 17, 2006.

Alliance is authorized to issue securities
and assume obligations or liabilities as
a guarantor, indorser, surety, or
otherwise in respect of any security of
another person; provided that such
issuance or assumption is for some
lawful object within the corporate
purposes of Alliance, compatible with
the public interest, and is reasonably
necessary or appropriate for such
purposes.
The Commission reserves the right to
require a further showing that neither
public nor private interests will be
adversely affected by continued
approval of Alliance’s issuances of
securities or assumptions of liability.

January 18, 2006.
Choctaw Gas Generation, LLC filed an
application for market-based rate
authority, with an accompanying rate
tariff. The proposed rate tariff provides
