January 18, 2006.
    Wolverine Creek Energy LLC filed an application for market-based 
rate authority, with an accompanying rate tariff. The proposed market-
based rate schedule provides for the sales of capacity, energy and 
ancillary at market-based rates. Wolverine also requested waiver of 
various Commission regulations. In particular, Wolverine requested that 
the Commission grant blanket approval under 18 CFR Part 34 of all 
future issuances of securities and assumptions of liability by 
Wolverine.
