By letter dated March 28, 2005, CARB requested that EPA grant California authorization for such standards under section 209(e)(2) of the Clean Air Act (CAA), 42 U.S.C. 7543(b). On November 21, 2005, EPA announced an opportunity for public hearing and request for public comment on this request (70 FR 70075).
