Culturally Significant Objects Imported
for Exhibition Determinations: ‘‘Goya’s
Last Works’’
SUMMARY: Notice is hereby given of the
following determinations: Pursuant to
the authority vested in me by the Act of
October 19, 1965 (79 Stat. 985; 22 U.S.C.
2459), Executive Order 12047 of March
27, 1978, the Foreign Affairs Reform and
Restructuring Act of 1998 (112 Stat.
2681, et seq.; 22 U.S.C. 6501 note, et
seq.), Delegation of Authority No. 234 of
October 1, 1999, Delegation of Authority
No. 236 of October 19, 1999, as
amended, and Delegation of Authority
No. 257 of April 15, 2003 [68 FR 19875],
I hereby determine that the objects to be
included in the exhibition ‘‘Goya’s Last
Works’’, imported from abroad for
temporary exhibition within the United
States, are of cultural significance. The
objects are imported pursuant to loan
agreements with the foreign owners or
custodians. I also determine that the
exhibition or display of the exhibit
objects at The Frick Collection from on
or about February 22, 2006 until on or
about May 14, 2006, and at possible
additional venues yet to be determined,
is in the national interest. Public Notice
of these Determinations is ordered to be
published in the Federal Register.

The International Telecommunication
Advisory Committee (ITAC) will meet
on each Wednesday 2–4 p.m. during
January and February starting January
11, 2006 to prepare for the 2006 ITU
Plenipotentiary Conference. The
meetings will be held at the offices of
AT&T, 1120 20th Street, NW.,
Washington, DC. A conference bridge
will be provided. Directions to the
venue of the meeting may be obtained
from Julian Minard minardje@state.gov.
The International Telecommunication
Advisory Committee (ITAC) will meet
on each Thursday 2–4 p.m. during
January and February starting January
12, 2006 to prepare for the 2006 ITU
Telecommunication Development
Conference. A conference bridge will be
provided. Directions to the venue of the
meeting may be obtained from Julian
Minard minardje@state.gov.
The International Telecommunication
Advisory Committee (ITAC) will meet
on Tuesday January 31 and February 14,
2006 both 2–4 p.m. to prepare for the
2006 OAS CITEL Assembly. A
conference bridge will be provided.

Shipping Coordinating Committee;
Notice of Meeting
The Shipping Coordinating
Committee (SHC) will conduct an open
meeting at 1:30 p.m. on Wednesday,
January 25, 2006, at the Hilton Hotel in
Crystal City, Arlington, VA. The
primary purpose of the meeting is to
begin preparations for the 49th Session
of the International Maritime
Organization (IMO) Sub-Committee on
Stability and Load Lines and on Fishing
Vessels Safety to be held at IMO
Headquarters in London, England from
July 24th to 28th.
The primary matters to be considered
include:
—Development of explanatory notes for
harmonized SOLAS Chapter II–1;
—Passenger ship safety;
—Review of the Intact Stability Code;
—Safety of small fishing vessels;
—Tonnage measurement of open-top
containerships.
