II. Desired Focus of Comments
Currently, the Mine Safety and Health
Administration (MSHA) is soliciting
comments concerning the proposed
extension of the information collection
requirement related to Roof Control
Plans. MSHA is particularly interested
in comments that:
* Evaluate whether the proposed
collection of information is necessary
for the proper performance of MSHA’s
functions, including whether the
information has practical utility;
* Evaluate the accuracy of MSHA’s
estimate of the burden of the proposed
collection of information, including the
validity of the methodology and
assumptions used;
* Suggest methods to enhance the
quality, utility, and clarity of the
information to be collected; and
* Address the use of appropriate
automated, electronic, mechanical, or
other technological collection
techniques or other forms of information
technology, (e.g., permitting electronic
submissions of responses) to minimize
the burden of the collection of
information on those who are to
respond.
A copy of the proposed information
collection request can be obtained by
contacting the employee listed in the
ADDRESSES section of this notice or
viewed on the Internet by accessing the
MSHA home page (https://
www.msha.gov) and then choosing
‘‘Compliance Assistance’’, ‘‘Compliance
Information’’ and the ‘‘Paperwork

Falls of roof, face and rib continue to
be a cause of injuries and death in
underground coal mines. All
underground coal mine operators are
required to develop and submit roof
control plans to MSHA for evaluation
and approval. These plans provide the
means to instruct miners, who install
roof supports, and the minimum
requirements and placement of roof
supports. The plan also provides a
reference for mine supervisors to assist
them in compliance with the plan
requirements. In that regard the plan is
a working document for the miners.

Sunshine Act Meetings
SUMMARY: The National Science
Foundation (NSF) announces its intent
to prepare a Programmatic
Environmental Impact Statement (EIS)
to evaluate the potential environmental
impacts associated with the NSF
funding of the United States
Implementing Organization’s (USIO)
participation in the Integrated Ocean
Drilling Program (IODP). This EIS is
being prepared and considered in
accordance with requirements of the
National Environmental Policy Act
(NEPA) of 1969, regulations of the
President’s Council on Environmental
Quality (40 CFR parts 1500 through
1508), and NSF’s National
Environmental Policy Act Implementing
Procedures (45 CFR 640.1–640.5). The
National Marine Fisheries Service
(NMFS), a part of the National Oceanic
and Atmospheric Administration
(NOAA), is being invited to be a
cooperating agency in the preparation of
the Programmatic EIS.
Publication of this notice begins the
official scoping process that will help
identify alternatives and determine the
scope of environmental issues to be
addressed in the Programmatic EIS/
OEIS. This notice requests public
participation in the scoping process and
provides information on how to
participate.
