SUMMARY: This document is issued under the joint authority of the 
Secretary of Defense, the Administrator of General Services and the 
Administrator for the National Aeronautics and Space Administration. 
This Small Entity Compliance Guide has been prepared in accordance with 
Section 212 of the Small Business Regulatory Enforcement Fairness Act 
of 1996. It consists of a summary of rule appearing in Federal

Item I--Trade Agreements--Thresholds (Interim) (FAR Case 2005-030)

    This interim rule changes the thresholds for application of the 
World Trade Organization Government Procurement Agreement and the other 
Free Trade Agreements with Canada, Mexico, Chile, Singapore, and 
Australia. These threshold increases occur every two years in order to 
keep pace with inflation. The United States Trade Representative 
published the thresholds in the December 12, 2005, Federal Register (70 
FR 73510 to 73511).
