Accordingly, pursuant to the
provisions of the Act, the following
measures are imposed on these entities:
1. No department or agency of the
United States Government may procure,
or enter into any contract for the
procurement of, any goods, technology,
or services from these foreign persons;
2. No department or agency of the
United States Government may provide
any assistance to the foreign persons,
and these persons shall not be eligible
to participate in any assistance program
of the United States Government;
3. No United States Government sales
to the foreign persons of any item on the
United States Munitions List (as in
effect on August 8, 1995) are permitted,
and all sales to these persons of any
defense articles, defense services, or
design and construction services under
the Arms Export Control Act are
terminated; and,
4. No new individual licenses shall be
granted for the transfer to these foreign
persons of items the export of which is
controlled under the Export
Administration Act of 1979 or the
Export Administration Regulations, and
any existing such licenses are
suspended.
These measures shall be implemented
by the responsible departments and
agencies of the United States
Government and will remain in place
for two years from the effective date,
except to the extent that the Secretary of
State or Deputy Secretary of State may
subsequently determine otherwise. A
new determination will be made in the
event that circumstances change in such
a manner as to warrant a change in the
duration of sanctions.

Delegation by the Secretary of State to
the Under Secretary for Political Affairs
of Authority To Determine Exemptions
From Port-of-Entry (NSEERS) Special
Registration, Fingerprinting, and
Photographing Requirements
(General)
By virtue of the authority vested in
me as Secretary of State by the laws of
the United States, including the
authority of section 1 of the State
Department Basic Authorities Act of
1956, as amended (22 U.S.C. 2651a), I
hereby delegate to the Under Secretary
for Political Affairs the authority vested
in the Secretary of State by 8 CFR 264,
1(f) to: (1) Determine that special
registration, fingerprinting, and
photographing requirements shall not
apply to an individual nonimmigrant
alien upon arrival in the United States;
and (2) determine, jointly with the
Secretary of the Department of
Homeland Security, that special
registration, fingerprinting. and
photographing requirements shall not
apply to classes of nonimmigrant aliens
upon arrival in the United States.
Any authorities covered by this
delegation may also be exercised by the
Secretary of State or the Deputy
Secretary of State.
Any act, executive order, regulation,
or procedure subject to or affected by
this delegation shall be deemed to be
such act, executive order, regulation, or
procedure as amended from time to
time.
The Under Secretary for Political
Affairs may not redelegate the
authorities delegated by this delegation
of authority.
This delegation of authority
supplements Delegation of Authority
No. 253 and shall be published in the
Federal Register.
