Formations of, Acquisitions by, and
Mergers of Bank Holding Companies
The companies listed in this notice
have applied to the Board for approval,
pursuant to the Bank Holding Company
Act of 1956 (12 U.S.C. 1841 et seq.)
(BHC Act), Regulation Y (12 CFR part
225), and all other applicable statutes
and regulations to become a bank
holding company and/or to acquire the
assets or the ownership of, control of, or
the power to vote shares of a bank or
bank holding company and all of the
banks and nonbanking companies
owned by the bank holding company,
including the companies listed below.
The applications listed below, as well
as other related filings required by the
Board, are available for immediate
inspection at the Federal Reserve Bank
indicated. The application also will be
available for inspection at the offices of
the Board of Governors. Interested
persons may express their views in
writing on the standards enumerated in
the BHC Act (12 U.S.C. 1842(c)). If the
proposal also involves the acquisition of
a nonbanking company, the review also
includes whether the acquisition of the
nonbanking company complies with the
standards in section 4 of the BHC Act
(12 U.S.C. 1843). Unless otherwise
noted, nonbanking activities will be
conducted throughout the United States.

from the National Information Center
website at https://www.ffiec.gov/nic/.
Unless otherwise noted, comments
regarding each of these applications
must be received at the Reserve Bank
indicated or the offices of the Board of
Governors not later than January 17,
2006.

Notice is hereby given that I have
delegated to the Director, Centers for
Disease Control and Prevention (CDC),
with authority to redelegate, the
authorities vested in the Secretary of
Health and Human Services, under
Section 7211, Minimum Standards for
Birth Certificates (5 U.S.C. 301 note), of
the Intelligence Reform and Terrorism
Prevention Act of 2004, Public Law
108–458, as amended hereafter.
This delegation excludes the authority
to submit reports to the Congress, but
should be exercised under the
Department’s existing delegation of
authority and policy on regulations.
This delegation is effective upon
signature. In addition, I hereby affirm
and ratify any actions taken by you or
your subordinates which involved the
exercise of the authorities delegated
herein prior to the effective day of the
delegation.

ACTION: Notice of Final Issuance ANA
Program Policies and Procedures.
AGENCY:
SUMMARY: Pursuant to section 814 of the
Native American Programs Act of 1974
(the Act) as amended by 42 U.S.C. 2991
et seq., ANA herein describes its
issuance of final interpretive rules,
general statements of policy and rules of
agency procedure or practice in relation
to the Social and Economic
Development Strategies (SEDS), Native
Language Preservation and Maintenance
(hereinafter referred to as Native
Language), Environmental Regulatory
Enhancement (hereinafter referred to as
Environmental), Environmental
Mitigation (hereinafter referred to as
Mitigation) programs and any Special
Initiatives. Under the statute, ANA is
required to provide members of the
public an opportunity to comment on
proposed changes in interpretive rules,
statements of general policy and rules of
agency procedure or practice and to give
notice of the final adoption of such
changes at least thirty (30) days before
the changes become effective. The
notice also provides additional
information about ANA’s plan for
administering the programs.

SUPPLEMENTARY INFORMATION: Section
814 of the Native American Programs
Act of 1974, as amended, requires ANA
to provide notice of its proposed
interpretive rules, statements of policy
and rules of agency organization,
procedure or practice. In accordance
with statute, these clarifications,
modifications and new text will appear
in the ANA FY06 Program
Announcements (PAs) for SEDS, Native
Language, Environmental, Mitigation
and SEDS Special Initiatives. This
notice serves to fulfill this requirement.
Additional Information: ANA
received one public comment from a
Federally recognized Tribe. The
commenter provided a comment on the
electronic application submission topic
and general comments that ANA will
respond to under separate
correspondence that do not address the
Notice of Public Comment (NOPC). The
following NOPC items will be
considered as the final FY06 ANA
