SUPPLEMENTARY INFORMATION: Nylos Trading Co., Inc., P.O. Box 2, Route 202, Pomona, NY 10970, has informed FDA that it has transferred ownership of, and all rights and interest in, NADA 65–150 for Chloramphenicol Capsules to Pharmaceutical Ventures, Ltd., P.O. Box D1400, Pomona, NY 10970. Accordingly, the regulations are amended in § 520.390b (21 CFR 520.390b) to reflect this change of sponsorship and a current format. In addition, FDA is taking this opportunity to revise § 520.390b to reflect the prohibition of extralabel use of chloramphenicol in food-producing animals under 21 CFR 530.41. Following these changes of sponsorship, Nylos Trading Co., Inc., is no longer the sponsor of an approved application. Accordingly, 21 CFR 510.600(c) is being amended to remove the entries for Nylos Trading Co., Inc. This rule does not meet the definition of ‘‘rule’’ in 5 U.S.C. 804(3)(A) because it is a rule of ‘‘particular applicability.’’ Therefore, it is not subject to the congressional review requirements in 5 U.S.C. 801–808. SUMMARY: The Food and Drug Administration (FDA) is amending the animal 
drug regulations to reflect a change of sponsor for a new animal drug 
application (NADA) for chloramphenicol capsules from Nylos Trading Co., 
Inc., to Pharmaceutical Ventures, Ltd.

DATES: This rule is effective December 20, 2005.

SUPPLEMENTARY INFORMATION: Nylos Trading Co., Inc., P.O. Box 2, Route 
202, Pomona, NY 10970, has informed FDA that it has transferred

Chloramphenicol Capsules to Pharmaceutical Ventures, Ltd., P.O. Box 
D1400, Pomona, NY 10970. Accordingly, the regulations are amended in 
Sec.  520.390b (21 CFR 520.390b) to reflect this change of sponsorship 
and a current format. In addition, FDA is taking this opportunity to 
revise Sec.  520.390b to reflect the prohibition of extralabel use of 
chloramphenicol in food-producing animals under 21 CFR 530.41.
    Following these changes of sponsorship, Nylos Trading Co., Inc., is 
no longer the sponsor of an approved application. Accordingly, 21 CFR 
510.600(c) is being amended to remove the entries for Nylos Trading 
Co., Inc.
    This rule does not meet the definition of ``rule'' in 5 U.S.C. 
804(3)(A) because it is a rule of ``particular applicability.'' 
Therefore, it is not subject to the congressional review requirements 
in 5 U.S.C. 801-808.
