the public participated in the meetings.
These scoping meetings and an open
and extensive collaborative relicensing
process were used to define the issues

prepare an Environmental Impact
Statement for the project. The staff’s EIS
will objectively consider both sitespecific and cumulative environmental
impacts of the project and reasonable
alternatives, and will include economic

A draft EIS will be issued and
circulated for review by all interested
parties. All comments filed on the draft
EIS will be analyzed by the staff and
considered in the final EIS. The staff’s
conclusions and recommendations will
be available for the consideration of the
Commission in reaching its final

This notice informs all interested

Commission's Rules of Practice and Procedure (18 CFR 385.211 and Sec.

need not be served on persons other and the Applicant.
