Metropolitan Life Insurance Company; Notice of Filing

    Take notice that on October 19, 2005, Metropolitan Life Insurance 
Company (MetLife) filed a petition for declaratory order requesting 
that the Commission find that MetLife is not a public utility under the 
Federal Power Act as a result of the transaction authorized by the 
Commission in Docket No. EC05-87-000. MetLife states that it has served 
its petition on the official service list compiled in Docket No. EC05-
87-000.
    Any person desiring to intervene or to protest this filing must 
file in accordance with Rules 211 and 214 of the Commission's Rules of 
Practice and Procedure (18 CFR 385.211 and 385.214). Protests will be 
considered by the Commission in determining the appropriate action to
