AGENCY: SUMMARY: Pursuant to the Federal Advisory Committee Act, 5 U.S.C. app. 2, notice is hereby given that the Judges Panel of the Malcolm Baldrige National Quality Award will meet Monday, November 14, 2005, 9 a.m. to 5:30 p.m.; Tuesday, November 15, 2005, 9 a.m. to 5:30 p.m.; Wednesday, November 16, 2005, 9 a.m. to 5:30 p.m.; Thursday, November 17, 2005, and Friday, November 18, 2005, 9 a.m. to 3 p.m. The Judges Panel is composed of ten members prominent in the field of quality management and appointed by the Secretary of Commerce. The purpose of this meeting is to review and make recommendations regarding the Malcolm Baldrige National Quality Award program, processes, and procedures within the guidelines set forth by the Baldrige Program’s Board of Overseers. DATES: The meeting will convene November 14, 2005 at 9 a.m. and adjourn at 3 p.m. on November 18, 2005. The entire meeting will be closed. On January 26, 2005, notice was published in the Federal PO 00000 Frm 00007 Fmt 4703 Sfmt 4703 Register (70 FR 3682) that a request to amend the permit application to include takes of loggerhead (Caretta caretta), Kemp’s ridley (Lepidochelys kempii),green (Chelonia mydas), hawksbill (Eretmochelys imbricata) and leatherback (Dermochelys coriacea) turtles. The requested permit has been issued under the authority of the Endangered Species Act of 1973, as amended (ESA; 16 U.S.C. 1531 et seq.) and the regulations governing the taking, importing, and exporting of endangered and threatened species (50 CFR parts 222–226). Issuance of this permit, as required by the ESA, was based on a finding that such permit (1) was applied for in good faith, (2) will not operate to the disadvantage of any endangered or threatened species, and (3) is consistent with the purposes and policies set forth in section 2 of the ESA. ACTION: Notice of closed meeting. AGENCY: SUMMARY: The Strategic Advisory Group (SAG) will meet in a closed session on December 8 and 9, 2005. The mission of the SAG is to provide timely advice on scientific, intelligence, technical, and policy-related issues to the Commander, U.S. Strategic Command, during the development of the Nation’s strategic war plans. Full development of the topics will require discussion of information classified in accordance with Executive Order 12958, dated April 17, 1995, as amended March 25, 2003. Access to this information must be strictly limited to personnel having the requisite security clearances and the specific need-to-know. Unauthorized disclosure of the information to be discussed at the TAG meeting could cause serious damage to our national defense. In accordance with Section 10(d) of the Federal Advisory Committee Act (5 U.S.C., App. 2), it has been determined that this SAG meeting concerns matters listed in 5 U.S.C.
