Contractor Requirements Under Contract No. EP–W–05–044, Cambridge Environmental Inc. and its subcontractor, Dynamac, will perform critical reviews of data evaluation records submitted by a registrant. The contractor shall evaluate the accuracy, credibility and scientific credibility of each record (also called studies), its suitability for meeting data requirements, and any necessary graphic displays of data and/or summary tables necessary to allow one to reach an independent conclusion about the results of the study. The Contractor shall also be asked to screen studies and data sets. Not all studies will have FIFRA CBI information. However, OPP expects to receive many new chemicals for registration. Most of these studies will contain FIFRA CBI. This work is described in Task 3 of the contract’s Statement of Work. The OPP has determined that access by Cambridge Environmental Inc. and its subcontractor, Dynamac, to information on all presticide chemicals is necessary for the performance of this contract. Some of this information may be entitled to confidential treatment. The information has been submitted to EPA under sections 3, 4, 6, and 7 of FIFRA and under sections 408 and 409 of FFDCA. In accordance with the requirements of 40 CFR 2.307(h)(2), the contract with Cambridge Environmental Inc. and its subcontractor, Dynamac, prohibits use of the information for any purpose not specified in the contract; prohibits disclosure of the information to a third party without prior written approval from the Agency; and requires that each official and employee of the contractor sign an agreement to protect the information from unauthorized release and to handle it in accordance with the FIFRA Information Security Manual. In addition, Cambridge Environmental Inc. and its subcontractor, Dynamac, are required to submit for EPA approval a security plan under which any CBI will be secured and protected against unauthorized release or compromise.
