As of that date, the certification of those accredited Canadian laboratories will continue under DOT authority. The responsibility for conducting quarterly performance testing plus periodic on-site inspections of those LAPSAaccredited laboratories was transferred to the U.S. HHS, with the HHS’ NLCP contractor continuing to have an active role in the performance testing and laboratory inspection processes. Other Canadian laboratories wishing to be considered for the NLCP may apply directly to the NLCP contractor just as U.S. laboratories do. In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3506(c)(2)(A)), this notice seeks comments concerning the application for participation in the National Flood Insurance Program (NFIP). The NFIP is authorized by Public Law 90–448 (1968) and expanded by Public Law 93– 234 (1973). Communities must make application for eligibility in the program by submitting the items listed on the enclosed ‘‘prerequisites for the sale of flood insurance’’ which is taken from section 59.22 CFR 44 of the NFIP regulations.
