management, Vessel Monitoring System
changes, and to develop comments and
recommendations for consideration at
the November Council meeting.
Although nonemergency issues not
contained in the meeting agenda may
come before the SAS for discussion,
those issues may not be the subject of

meetings.
The Council and its advisory
entities will meet October 30–November
4, 2005. The Council meeting will begin
on Monday, October 31, at 10 a.m.,
reconvening each day through Friday.
All meetings are open to the public,
except a closed session will be held at
10 a.m. on Monday, October 31 to
address litigation and personnel
matters. The Council will meet as late
