The purpose of this notice of intent is to solicit public comments on the scope of issues to be addressed in the DSEIS. DATES: Written comments on the scope of issues to be addressed in the DSEIS must be received by the Council by November 3, 2005. A series of scoping meetings will be held in October 2005.
