to the Commission’s Letter Order issued
August 12, 2005 in Docket No. RP05–
455–000.
Sabine states that copies of the filing
were served on parties on the official
service list in the above-captioned
proceeding.
Any person desiring to protest this
filing must file in accordance with Rule
211 of the Commission’s Rules of
Practice and Procedure (18 CFR
385.211). Protests to this filing will be
considered by the Commission in
determining the appropriate action to be
taken, but will not serve to make

2005, Richard Blumenthal, Attorney
General for the State of Connecticut
(CTAG), the Connecticut Office of
Consumer Counsel (CT OCC), the
Connecticut Municipal Electric Energy
Cooperative (CMEEC) and the
Connecticut Industrial Energy
Consumers (CICE) (collectively,
Connecticut Representatives) filed a
formal complaint against ISO–New
England, Inc. (ISO–NE) pursuant to
section 206 of the Federal Power Act
and Rule 206 of the Commission’s Rules
of Practice and Procedure, seeking to
amend the ISO–NE’s Market Rule 1 with
regard to the compensation of electric
generation facilities in Connecticut.
The Connecticut Representatives
certify that copies of the complaint were

listed on the Commission’s list of
corporate officials.
