collection.

Victims of Crime Act, Victim Assistance
Grant Program, Performance Report.

Department of Justice Sponsoring the
Collection: Form number: 1121–0115.
Office for Victims of Crime, Office of
Justice Programs.
(4) Affected Public Who Will be Asked
or Required to Respond, as Well as a
Brief Abstract: Primary: State
Government. Other: None. The VOCA,
Crime Victim Assistance Grant Program,
State Performance Report is a required
annual submission by state grantees to
report to the Office for Victims of Crime
(OVC) on the uses and effects VOCA
victim assistance grant funds have had
on services to crime victims in the State,
to certify compliance with the eligibility
requirement of VOCA, and to provide a
summary of supported activities carried
out within the State during the grant
period. This information will be
aggregated and serve as supporting
documentation for the Director’s
biennial report to the President and to
the Congress on the effectiveness of the
activities supported by these grants.
(5) An Estimate of the Total Number
of Respondents and the Amount of Time
Estimated for an Average Respondent
To Respond: It is estimated that
approximately 57 respondents will take
approximately 21 hours to complete the
report.
(6) An Estimate of the Total Public
Burden (in Hours) Associated With the
Collection: The current estimated
burden is 1,197 (20 hours per
respondent (estimate median) + 1 hour
per respondent for recordkeeping × 57
respondents = 1,197 hours). There is no
increase in the annual recordkeeping
and reporting burden.

SUMMARY: The National Endowment for
the Arts (‘‘the Endowment’’) publishes
for public comment proposed Policy
Guidance on Title VI’s prohibition
against national origin discrimination as
it affects limited English proficient
persons. This policy guidance is
intended to replace policy guidance
published on the Endowment Web site,
https://www.arts.gov, in November of
2000. Notice of Proposed Guidance
seeking comments was published on
June 30, 2004. No comments were
received.
DATES: The Final Guidance is effective
October 17, 2005.

SUPPLEMENTARY INFORMATION: Under
Endowment regulations implementing
Title VI of the Civil Rights Act of 1964,
42 U.S.C. 2000d, et seq. (Title VI),
recipients of federal financial assistance
have a responsibility to ensure
meaningful access to their programs and
activities by persons with limited
English proficiency (LEP). See 45 CFR
1110. Executive Order 13166, reprinted
at 65 FR 50121 (August 16, 2000),
directs each federal agency that extends
assistance subject to the requirements of
Title VI to publish, after review and
approval by the Department of Justice,
guidance for its respective recipients
clarifying that obligation. Executive
Order 13166 further directs that all such
guidance documents be consistent with
the compliance standards and
framework detailed in the Department
of Justice (DOJ) Policy Guidance entitled
‘‘Enforcement of Title VI of the Civil
