ACTION: Proposed rule. AGENCY: SUMMARY: The EPA is proposing to approve the State Implementation Plan revision submitted on June 22, 2004 by the State of New York to revise the Carbon Monoxide maintenance plan for Onondaga County, New York. EPA is proposing to approve this New York CO maintenance plan because it provides for continued maintenance of the CO National Ambient Air Quality Standard. In the ‘‘Rules and Regulations’’ section of this Federal Register, EPA is proposing to approve the State’s SIP submittal, as a direct final rule without prior proposal because the Agency views this as a noncontroversial submittal and anticipates no adverse comments. A detailed rationale for the approval is set forth in the direct final rule. AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule.

SUMMARY: The EPA is proposing to approve the State Implementation Plan 
revision submitted on June 22, 2004 by the State of New York to revise 
the Carbon Monoxide maintenance plan for Onondaga County, New York. EPA 
is proposing to approve this New York CO maintenance plan because it
