ACTION: Notice of Availability of a Plan
of Operations and Categorical Exclusion
for a 30-day public review at Big
Thicket National Preserve.
AGENCY:
SUMMARY: Notice is hereby given in
accordance with Section 9.52(b) of Title
36 of the Code of Federal Regulations,
part 9, subpart B, that the National Park
Service (NPS) has received from
Krescent Energy Company, LLC, a Plan
of Operations to conduct the Tyler 3–D
‘‘Cable-Only’’ Seismic Survey of the
Upper Neches River Corridor Unit of Big
Thicket National Preserve, within Tyler
and Jasper Counties, Texas. The NPS
has prepared a Categorical Exclusion on
this proposal.
DATES: The above documents are
available for public review and
comment through October 3, 2005.

Determinations
On the basis of the record 1 developed
in the subject five-year reviews, the
United States International Trade
Commission (Commission) determines,
pursuant to section 751(c) of the Tariff
Act of 1930 (19 U.S.C. 1675(c)) (the
Act), that revocation of the
countervailing duty order on sugar from
the European Union would not be likely
to lead to continuation or recurrence of
material injury to an industry in the
United States within a reasonably
foreseeable time.2 The Commission also
determines that revocation of the
