E Minus Energy Corporation; Notice of
Issuance Of Order
August 11, 2005.
E Minus Energy Corporation (E Minus
Energy) filed an application for marketbased rate authority, with an
accompanying rate schedule. The
proposed rate schedule provides for the
sales of capacity and energy at marketbased rates. E Minus Energy also
requested waiver of various Commission
regulations. In particular, E Minus
Energy requested that the Commission
grant blanket approval under 18 CFR
part 34 of all future issuances of
securities and assumptions of liability
by E Minus Energy.
On August 11, 2005, pursuant to
delegated authority, the Director,
Division of Tariffs and Market
Development—South, granted the
request for blanket approval under part
34. The Director’s order also stated that
the Commission would publish a
separate notice in the Federal Register
establishing a period of time for the
filing of protests. Accordingly, any
person desiring to be heard or to protest
the blanket approval of issuances of
securities or assumptions of liability by
E Minus Energy should file a motion to
intervene or protest with the Federal
Energy Regulatory Commission, 888
First Street, NE., Washington, DC 20426,
in accordance with Rules 211 and 214
of the Commission’s Rules of Practice
and Procedure. 18 CFR 385.211, 385.214
(2004).
Notice is hereby given that the
deadline for filing motions to intervene
or protest is September 12, 2005.
Absent a request to be heard in
opposition by the deadline above, E
Minus Energy is authorized to issue
securities and assume obligations or
liabilities as a guarantor, indorser,
surety, or otherwise in respect of any
security of another person; provided
that such issuance or assumption is for
some lawful object within the corporate
purposes of E Minus Energy, compatible
with the public interest, and is
reasonably necessary or appropriate for
such purposes.
The Commission reserves the right to
require a further showing that neither
public nor private interests will be
adversely affected by continued
approval of E Minus Energy’s issuances
of securities or assumptions of liability.

Eastern Shore Natural Gas Company
(ESNG) tendered for filing as part of its
FERC Gas Tariff, Second Revised
Volume No. 1, First Revised Sheet No.
233, with a proposed effective date of

ESNG states that copies of the filing

On June 30, 2005, El Paso Natural Gas
Company (El Paso) filed revised tariff
sheets pursuant to section 4 of the
Natural Gas Act and part 154 of the
Commission’s regulations. In its filing,
El Paso proposes a number of new
services, a rate increase for existing
services, and changes in certain terms
and conditions of service. On July 29,
2005, the Commission issued an order 1
accepting and suspending the tariff
sheets, subject to refund and conditions,
establishing hearing procedures, and
establishing a technical conference. In
that order, the Commission directed the
Staff to convene a technical conference
to address certain issues raised by the
filing.
Take notice that a technical
conference to discuss issues raised by El
Paso’s filing will be held on Tuesday,
September 20, 2005 at 10 a.m. (e.s.t.), in
a room to be designated at the offices of
the Federal Energy Regulatory
Commission, 888 First Street, NE.,
Washington, DC 20426. The conference
will continue through Wednesday,
September 21, 2005. An agenda for the
conference will be issued in a
subsequent notice.
