The second parcel has 126 linear feet of river shoreline and consists of 2.960 acres, abutting an existing licenseeowned boat launch. The third parcel consists of islands in the river, peninsulas, and a roadside access totaling 154.84 acres (48.82 acres above water). These island perimeters, peninsulas, and the roadside access total 33,749 linear feet of waterfront. All lands are currently within the project boundary, and the licensee intends to retain flowage rights over any transferred lands, and to retain all lands within the project boundary. m. Direct Energy Services, LLC (DES) filed an application for market-based rate authority, with an accompanying rate tariff. The proposed rate tariff provides for the sales of capacity and energy at market-based rates. DES also requested waiver of various Commission regulations. In particular, DES requested that the Commission grant blanket approval under 18 CFR part 34 of all future issuances of securities and assumptions of liability by DES.
