SUMMARY: This notice seeks comments
from the public regarding the need for
PHMSA to collect paperwork
information from liquefied natural gas
operators to ensure that these operators
are properly operating and maintaining
their facilities. This notice is published
(pursuant to the Paperwork Reduction
Act of 1995) to measure the need for the
proposed paperwork collection, to find
ways to minimize the burden on
operators, to find ways to enhance the
quality of information collected, and to
verify the accuracy of the agency’s
estimate of the burden (measured in
work hours) on pipeline operators. This
is a request to continue collection of
information already approved under
OMB # 2137–0048 and to renew that
approval.
Comments on this notice must be
received by August 1, 2005 to assure
consideration.

60103 titled ‘‘Standards for Liquefied
Natural Gas Pipeline Facilities’’
delegates the responsibility for ensuring
safe operation of LNG facilities to the
Secretary of Transportation. The
regulations implementing this section of
the statute are found in 49 CFR part 193
‘‘Liquefied Natural Gas Facilities:
Federal Safety Standards.’’ These
regulations include recordkeeping
requirements that allow Federal and
State inspectors to ensure that these
facilities are operated and maintained in
a safe manner.
SUPPLEMENTARY INFORMATION:
As used in this notice, the terms
‘‘information collection’’ and
‘‘paperwork collection’’ are
synonymous, and include all work
related to preparing and disseminating
information related to this
recordkeeping requirement including
completing paperwork, gathering
information and conducting telephone
calls.

CG Railway, Inc.—Lease and Operation
Exemption—Port of New Orleans, LA
CG Railway, Inc., (CGR), a Class III
rail carrier, has filed a verified notice of
exemption under 49 CFR 1150.41 to
lease from the Port of New Orleans
(Port), an agency of the State of
Louisiana, and operate approximately
3.4 miles of rail line consisting of the
Port’s North Yard, including Track Nos.
1, 2, 3, 4, 5, 6, and 7, and the Elaine
Street Lead between milepost G1.2 and
milepost G2.4, which will enable it to
interchange traffic directly with CSX
Transportation, Inc., in New Orleans.1
CGR certifies that its projected annual
revenues as a result of this transaction
will not result in the creation of a Class
II or Class I rail carrier, and further
certifies that its projected annual
revenues will not exceed $5 million.
The transaction was scheduled to be
consummated on or shortly after June 8,
2005.
If the notice contains false or
misleading information, the exemption
is void ab initio. Petitions to revoke the
exemption under 49 U.S.C. 10502(d)
may be filed at any time. The filing of
a petition to revoke will not
automatically stay the transaction.
