Rapiere Resources Company (Rapiere),

petition for Exemption of Temporary
Acts and Operations from Certificate
Requirements, pursuant to Rule
207(a)(5) of the Commission’s Rules of
Practice and Procedure (18 CFR
385.207(a)(5)), and section 7(c)(1)(B) of
the Natural Gas Act (15 U.S.C.
717(c)(1)(B)), seeking approval of an
exemption from certificate requirements
to perform temporary activities related
to drilling a test well and performing
other activities to assess the feasibility
of developing an underground natural
gas storage facility in St. Landry Parish,
Louisiana, all as more fully set forth in
the application which is on file with the
Commission and open to public
inspection. The filing may also be

obtain legal status by becoming a party
to the proceedings for this project

intervene in accordance with the

under the NGA (18 CFR 157.10). A
person obtaining party status will be
placed on the service list maintained by
the Secretary of the Commission and
will receive copies of all documents
filed by the applicant and by all other
parties. A party must submit 14 copies
of filings made with the Commission
and must mail a copy to the applicant
and to every other party in the
proceeding. Only parties to the
proceeding can ask for court review of
Commission orders in the proceeding.
Persons who wish to comment only
on the environmental review of this
project, or in support of or in opposition
to this project, should submit an
original and two copies of their
comments to the Secretary of the
Commission. Environmental
commenters will be placed on the
Commission’s environmental mailing
list, will receive copies of the
environmental documents, and will be
notified of meetings associated with the
Commission’s environmental review
process. Environmental commenters
will not be required to serve copies of
filed documents on all other parties.
The Commission’s rules require that
persons filing comments in opposition
to the project provide copies of their
protests only to the applicant. However,
the non-party commenters will not
receive copies of all documents filed by
other parties or issued by the
Commission (except for the mailing of
environmental documents issued by the
Commission) and will not have the right
to seek court review of the
Commission’s final order.
The Commission strongly encourages

Virtual Energy, Inc.; Notice of Issuance
of Order
June 20, 2005.
Virtual Energy, Inc. (Virtual Energy)
filed an application for market-based
rate authority, with an accompanying
rate tariff. The proposed rate tariff
provides for the sales of capacity and
energy at market-based rates. Virtual
Energy also requested waiver of various
Commission regulations. In particular,
Virtual Energy requested that the
Commission grant blanket approval
under 18 CFR Part 34 of all future
issuances of securities and assumptions
of liability by Virtual Energy.
On June 17, 2005, pursuant to
delegated authority, the Director,
Division of Tariffs and Market
Development—South, granted the
request for blanket approval under Part
34. The Director’s order also stated that
the Commission would publish a
separate notice in the Federal Register
establishing a period of time for the
filing of protests. Accordingly, any
person desiring to be heard or to protest
the blanket approval of issuances of
securities or assumptions of liability by
Virtual Energy should file a motion to
intervene or protest with the Federal
Energy Regulatory Commission, 888
First Street, NE., Washington, DC 20426,
in accordance with Rules 211 and 214
of the Commission’s Rules of Practice
and Procedure. 18 CFR 385.211, 385.214
(2004).
Notice is hereby given that the
deadline for filing motions to intervene
or protest is July 18, 2005.
Absent a request to be heard in
opposition by the deadline above,
Virtual Energy is authorized to issue
securities and assume obligations or
liabilities as a guarantor, indorser,
surety, or otherwise in respect of any
security of another person; provided
that such issuance or assumption is for
some lawful object within the corporate
purposes of Virtual Energy, compatible
with the public interest, and is
reasonably necessary or appropriate for
such purposes.
The Commission reserves the right to
require a further showing that neither
public nor private interests will be
adversely affected by continued
approval of Virtual Energy’s issuances
of securities or assumptions of liability.
