the owners of non-federal hydropower
power projects that directly benefit from
a headwater(s) improvement must pay
an equitable portion of the annual
charges for interest, maintenance, and
depreciation of the headwater project to
the U.S. Treasury. The regulations
provide for the apportionment of these
costs between the headwater project and
downstream projects based on a
downstream energy gains and propose
equitable apportionment methodology
that can be applied to all river basins in
which headwater improvements are
built. The data the Commission requires
owners of non-federal hydropower
projects to file for determining annual
charges is specified in 18 Code of
Federal Regulations (CFR) Part 11.
5. Respondent Description: The
Commission estimates that it will
receive annually on average 3 filings per
year.
6. Estimated Burden: 120 total hours,
3 respondents (average per year), 1
response per respondent, and .40 hours
per response (average).
7. Estimated Cost Burden to
respondents: The estimated total cost to
respondents is $6,263. (120 hours ÷
2080 × $108,558).

(Columbia) tendered for filing as part of
its FERC Gas Tariff, Second Revised
Volume No. 1, Eighth Revised Sheet No.
320, with a proposed effective date of
May 8, 2004.
Columbia states that on February 10,
2005, it made a compliance filing to
revise tariff sheets that, among other
things, added new language to the
minimum pressure and hourly flow rate
provisions of its General Terms and
Conditions. The Commission accepted
the compliance filing on May 10, 2005,
subject to additional modifications. The
instant filing reflects those changes.
