Under the FFDO program, TSA selects, trains deputizes, equips, and supervises volunteer airline pilots and other aircraft flight crewmembers for the purpose of defending the flight decks of passenger and cargo aircraft. The audit began in March 2004 and is being conducted in accordance with the Department of Homeland Security’s Fiscal Year 2004 Annual Performance Plan.
