Based on the EA, the NRC has concluded that a Finding of No Significant Impact (FONSI) is appropriate. The amendment will be issued following the publication of this Notice. II. EA Summary The purpose of the proposed amendment is to authorize the remediation of soil and ground water contaminated with diesel range organics (DRO), radium-226, and minute amounts of volatile organic compounds at the licensee’s Sweetwater Uranium Project. Specifically, the amendment will allow the licensee to excavate contaminated soils and extract contaminated ground water from the catchment basin area and dispose of these contaminated materials (11e.(2) byproduct material) within the existing tailings impoundment. On May 12, 2004, Kennecott Uranium Company requested that NRC approve the proposed amendment. The staff has prepared the EA in support of the proposed license amendment. Staff considered impacts to land use, geology and soils, water resources, ecology, meteorology, climatology, air quality, socioeconomics, historical and cultural resources, public and occupational health, and transportation. The staff found that the impacts of the proposed action were not significant because these actions would remove contamination sources and residual contamination, and they will occur within a small portion of the NRClicensed area that was previously used as part of the milling process. Consequently, these actions will prevent the spread of contamination to environmental resources without causing significant impacts to historical and cultural resources, local economy and social resources, and transportation networks. III. Finding of No Significant Impact On the basis of the EA, NRC has concluded that there are no significant environmental impacts from the proposed amendment and has determined not to prepare an environmental impact statement.
