BILLING CODE 6717–01–P Take notice that on April 29, 2005, Panhandle Eastern Pipe Line Company, LP (Panhandle) tendered for filing as part of its FERC Gas Tariff, Third Revised Volume No. 1, the following tariff sheets, to become effective June 1, 2005: First Revised Sheet No. 343 First Revised Sheet No. 344 Panhandle states that the purpose of this filing is to remove tariff provisions implementing the Commission’s CIG/ Granite State discounting policy reflected in § 27.8 of its general terms and conditions. Any person desiring to intervene or to protest this filing must file in accordance with Rules 211 and 214 of the Commission’s Rules of Practice and Procedure (18 CFR 385.211 and 385.214). Protests will be considered by the Commission in determining the appropriate action to be taken, but will not serve to make protestants parties to the proceeding. Phoenix Energy Trading, LLC (Phoenix) filed an application for market-based rate authority, with an accompanying rate tariff. The proposed rate tariff provides for the sales of capacity and energy at market-based rates. Phoenix also requested waiver of various Commission regulations. In particular, Phoenix requested that the Commission grant blanket approval under 18 CFR part 34 of all future issuances of securities and assumptions of liability by Phoenix. On April 27, 2005, pursuant to delegated authority, the Director, Division of Tariffs and Market Development—South, granted the request for blanket approval under part 34. The Director’s order also stated that the Commission would publish a separate notice in the Federal Register establishing a period of time for the filing of protests. Accordingly, any person desiring to be heard or to protest the blanket approval of issuances of securities or assumptions of liability by Phoenix should file a motion to intervene or protest with the Federal Energy Regulatory Commission, 888 First Street, NE., Washington, DC 20426, in accordance with Rules 211 and 214 of the Commission’s Rules of Practice and Procedure. 18 CFR 385.211, 385.214 (2004).
