been sent to the New England state governors and regulatory agencies,

authorization to issue senior notes previously granted on January 30, 
2004, in Docket No. ES04-10-000, to permit Detroit Edison to issue new 
debt securities that have been registered with the Securities and 
Exchange Commission in exchange for an equal principal amount of 
outstanding debt securities previously issued under the prior 
authorization.
    Detroit Edison also requests a waiver of the Commission's 
competitive bidding and negotiated placement requirements at 18 CFR 
34.2.
