SUPPLEMENTARY INFORMATION: Section
533 of the Airport and Airway
Improvement Act of 1982, as amended
by section 115 of the Airport and
Airway Safety and Capacity Expansion
Act of 1987, Public Law 100–223
(codified at 49 U.S.C. 50104) (‘‘the
Act’’), requires USTR to decide by April
29, 2005, whether any foreign countries
have denied fair market opportunities to
U.S. products, suppliers, or bidders in
connection with airport construction
projects of $500,000 or more that are
funded in whole or in part by the
governments of such countries. The list
of such countries must be published in
the Federal Register. For the purposes
of the Act, USTR has decided not to
include any countries on the list of
countries that deny fair market
opportunities for U.S. products,
suppliers, or bidders in foreign
government-funded airport construction
projects.

Public Notice for a Change in Use of
Aeronautical Property at Millville
Municipal Airport, Millville, New Jersey
Federal Aviation
Administration (FAA), DOT.
ACTION: Request for public comment.
AGENCY:
SUMMARY: The FAA is requesting public
comment on the proposed release of
approximately 140 acres of airport
property on the south side of Millville
Municipal Airport to permit its sale and
development of a motorsport park. The
airport land was deeded to the City of
Millville under a quitclaim conveyance
form the United States. It was later
transferred to the Delaware River and
Bay Authority (DRBA). FAA’s action is
to release the land from the deed
provisions requiring aeronautical use of
the property. The DRBA has stated that
it has no aeronautical use for the parcel
now or in the near future, according to
the approved Airport Layout Plan. It
will also be released from a reverter
clause in the quitclaim deed. The Fair
Market Value for the land as determined
by appraisals will be paid to the DRBA
for the maintenance, operation and
capital development of the airport.
