Take notice that on April 18, 2005, Dominion Cove Point LNG, LP (Cove Point) tendered for filing as part of its FERC Gas Tariff, Original Volume No. 1, 2004, Second Sub. Fourth Revised Sheet No. 10; and First Revised Sheet No. 75, to become effective April 1, 2004. Cove Point states that the sheets are being filed in compliance with the Commission’s ‘‘Order on Compliance and Rehearing and Establishing Hearing’’ issued March 25, 2005, in the above captioned docket. Harvard Dedicated Energy Limited; Notice of Issuance of Order

April 21, 2005.
    Harvard Dedicated Energy Limited (HDEL) filed an application for 
market-based rate authority, with an accompanying rate tariff. The 
proposed rate tariff provides for the sales of capacity and energy at 
market-based rates. HDEL also requested waiver of various Commission 
regulations. In particular, HDEL requested that the Commission grant 
blanket approval under 18 CFR part 34 of all future issuances of 
securities and assumptions of liability by HDEL.
    On April 20, 2005, pursuant to delegated authority, the Director, 
Division of Tariffs and Market Development--South, granted the request 
for blanket approval under part 34. The Director's order also stated 
that the Commission would publish a separate notice in the Federal 
Register establishing a period of time for the filing of protests. 
Accordingly, any person desiring to be heard or to protest the blanket
