The purpose of environmental
reviews is to ensure that policymakers
and the public are informed about
reasonably foreseeable environmental
impacts of trade agreements (both
positive and negative), to identify
complementarities between trade and
environmental objectives, and to help
shape appropriate responses if
environmental impacts are identified.
Reviews are intended to be one tool,
among others, for integrating
environmental information and analysis
into the fluid, dynamic process of trade
negotiations. USTR and the Council on
Environmental Quality jointly oversee
implementation of the Order and
Guidelines. USTR, through the Trade
Policy Staff Committee (TPSC), is
responsible for conducting the
individual reviews.

AGENCY:
SUMMARY: This notice announces the
availability of and requests comments
on a proposed advisory circular,
Advisory Circular (AC) 23–13A, Fatigue,
Fail-Safe, and Damage Tolerance
Evaluation of Metallic Structure for part
23 Airplanes. The AC provides
information and guidance on acceptable
means, but not the only means of
compliance with Title 14 of the Code of
Federal Regulations (14 CFR) part 23,
applicable to fatigue, fail-safe, and
damage tolerance evaluations of
metallic structure in normal, utility,
aerobatic, and commuter category
airplanes. The proposed AC is a
significant revision to the existing AC
23–13, incorporating a reader friendly
question and answer format, updated
guidance based on recent policy
documents, and updated flight load
spectra. The proposed AC also provides
information on approval of continued
operational flight with known cracks in
the structure of small airplanes. Finally,
it consolidates existing policy
documents, and certain technical
reports, into a single document. This
notice is necessary to give all interested
people an opportunity to present their
views on the proposed AC.
DATES: Comments must be received on
or before June 24, 2005.

SUMMARY: The Federal Aviation
Administration (FAA) is considering a
proposal to change a portion of the
airport from aeronautical use to nonaeronautical use and to authorize the
sale of the airport property. The
proposal consists of 2 parcels of land
totaling approximately 6.13 acres.
Current use and present condition is as
an overflow parking area for car rental
vehicles on the southern portion of
subject parcels. The northern portion of
subject parcels is vacant, unimproved
land. The land was not acquired with
