Working Group Meetings. The

completed by each working group.
Procedural
Working groups have been formed to
examine the following issues: Dredging
and related issues, electronic navigation
systems, AtoN knockdowns, impact of
passing vessels on moored ships, boater
education issues, facilitating deep draft
movements and mooring infrastructure.
Not all working groups will provide a
report at this session. Further, working
group reports may not necessarily
include discussions on all issues within
the particular working group’s area of
responsibility. All meetings are open to
the public. Please note that the meetings
may adjourn early if all business is
finished. Members of the public may
make presentations, oral or written, at
either meeting. Requests to make oral or
written presentations should reach the
Coast Guard five (5) working days before
the meeting at which the presentation
will be made. If you would like to have
written materials distributed to each
member of the committee in advance of
the meeting, you should send your
request along with fifteen (15) copies of

SUPPLEMENTARY INFORMATION: The
Department will submit the proposed
information collection to OMB for

This Notice is soliciting comments
from members of the public and
affecting agencies concerning the
proposed collection of information to:
(1) Evaluate whether the proposed
collection of information is necessary
for the proper performance of the
functions of the agency, including
whether the information will have
practical utility; (2) Evaluate the
accuracy of the agency’s estimate of the
burden of the proposed collection of
information; (3) Enhance the quality,
utility, and clarity of the information to
be collected; and (4) Minimize the
burden of the collection of information
on those who are to respond; including
through the use of appropriate
automated collection techniques or
other forms of information technology,
e.g., permitting electronic submission of
responses.

request or demand of documents or
testimony, the Counsel for the Inspector
General will review the demand and
determine whether an OIG employee is
authorized to release documents or
testify. The Counsel will notify the

the reasons for the grant or denial of the
request.
If a party or any person is aggrieved
by the Counsel’s decision denying a
request for documents or testimony, that
party or person may seek review of the
decision by filing a written Notice of
Intention to Petition for Review
(Notice). After filing this Notice, the
party or person must also file a Petition
for Review (Petition) detailing the issues
and reasons why a review of the
Counsel’s decision is appropriate.

SUMMARY: HUD gives notice to the
public, agencies, and Indian tribes that
the City of Yonkers, NY, intends to
prepare an Environmental Impact
Statement (EIS) for the preparation of an
Urban Renewal Area and Master Plan
for approximately 44-acres in
downtown Yonkers, Westchester
County, NY. The EIS will cover the
redevelopment of the Mulford Gardens
public housing complex and eight sites
on nearby blocks financed, in part, by a
HOPE VI grant awarded to the
Municipal Housing Authority for the
City of Yonkers. The City of Yonkers,
NY, acting as the lead agency will
prepare the EIS acting under its
