DOT Regional Center will collect
information on a Disadvantaged
Business Enterprise (DBE), such as type
of business & services they seek from
DOT Regional Centers. Services
provided include business plan,
marketing, sales, financial analysis, etc.
Such data will be analyzed by OSDBU
to determine agency effectiveness in
assisting DBEs obtain government
contracts and subcontracts.
Comments are invited on: (a) Whether
the proposed collection of information
is necessary for the proper performance
of the functions of the Department,
including whether the information will
have practical utility; (b) the accuracy of
the Department’s estimate of the burden
of the proposed information collection;
(c) ways to enhance the quality, utility
and clarity of the information to be
collected; and (d) ways to minimize the
burden of the collection of information
on respondents, including the use of
automated collection techniques or
other forms of information technology.
All responses to this notice will be
summarized and included in the request
for OMB approval.

circular.
ACTION:
SUMMARY: This notice announces the
issuance of change 1 to AC 23–15A,
Small Airplane Certification
Compliance Program. Change 1 to AC
23–15A deletes the fourth sentence in
paragraph 5n(2)(e) and deletes ‘‘fatigue
properties’’ in fifth sentence in
paragraph 5n(2)(e). This change is
required since the paragraph was
misinterpreted by some, to mean that no
fatigue testing is required for
composites. A parallel was drawn
between the failure phenomenon (at a
micro level) of wood and composites.
Since the comparison created confusion,
all mention of composites is eliminated.
Change 1 to Advisory Circular
(AC) 23–15A was issued by the
Manager, Small Airplane Directorate on
March 15, 2005.
