ACTION: Notice and request for comments. AGENCY: SUMMARY: The Federal Emergency Management Agency, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on a proposed new information collection. In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3506(c)(2)(A)), this notice seeks comments concerning FEMA’s Web site usability study to identify visitors’ information needs, usage patterns, preferences, ease of use, and overall satisfaction. SUPPLEMENTARY INFORMATION: This proposed information collection is supported by various regulations, legislation and presidential mandates requiring government agencies to build citizen-centered websites, including Section 4 of the President’s Management Agenda, the E-Government Act of 2002, and the Recommended Policies and Guidelines for Federal Public Web sites submitted to the Office of Management and Budget (OMB) by the Interagency Committee on Government Information. All of these authorities stipulate that federal agencies develop and administer their electronic capabilities based on customer needs and formulate IT performance criteria consistent with a more responsive and cost-effective government. Furthermore, the EGovernment Act further outlines specific mandates for disaster activities, including that: ‘‘The Federal Emergency Management Agency, shall initiate pilot projects’that further the goal of maximizing the utility of information technology in disaster management.’’ This collection attempts to better understand FEMA’s website visitors’ information and transactional needs and their overall experience navigating the site. Findings will assist program managers to enhance the website’s appearance, content, and ease of use in order to improve its ability to better serve the public.
