Kandiyohi also requests waiver from the Commission’s competitive bidding and negotiated placement requirements at 18 CFR 34.2. in FERC Gas Tariff

    Take notice that on February 28, 2005, Kern River Gas Transmission 
Company (Kern River) tendered for filing as part of its FERC Gas 
Tariff, Second Revised Volume No. 1, the following tariff sheets, to be 
effective April 1, 2005:

    Kern River states that the purpose of this filing is: (1) To adjust
