Take notice that on February 25, 2005, ANR Pipeline Company (ANR), tendered for filing and approval, Seventeenth Revised Sheet No. 190, FERC Gas Tariff Second Revised Volume No. 1, to become effective March 31, 2005. ANR states that the tariff sheet is being filed to reflect the removal of a terminated non-conforming agreement.     Alpena Power Generation, L.L.C. (Alpena) filed an application for 
market-based rate authority, with an accompanying rate tariff. The 
proposed rate tariff provides for wholesale sales of energy, capacity 
and ancillary services at market-based rates. Alpena also requested 
waiver of various Commission regulations. In particular, Alpena 
requested that the Commission grant blanket approval under 18 CFR Part
