Notice Pursuant to the National
Cooperative Research and Production
Act of 1993—Petrotechnical Open
Standards Consortium, Inc.
Notice is hereby given that, on
February 9, 2005, pursuant to Section
6(a) of the National Cooperative
Research and Production Act of 1993,
15 U.S.C. 4301 et seq. (‘‘the Act’’),
Petrotechnical Open Standards
Consortium, Inc. (‘‘POSC’’) has filed
written notifications simultaneously
with the Attorney General and the
Federal Trade Commission disclosing
changes in its membership. The
notifications were filed for the purpose
of extending the Act’s provisions
limiting the recovery of antitrust
plaintiffs to actual damages under
specified circumstances. Specifically,
Knowledge Systems, Sugar Land, TX
has been added as a party to this
venture.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and POSC intends
to file additional written notification
disclosing all changes in membership.
On January 14, 1991, POSC filed its
original notification pursuant to Section
6(a) of the Act. The Department of
Justice published a notice in the Federal
Register pursuant to Section 6(b) of the
Act on February 7, 1991 (56 FR 5021).
The last notification was filed with
the Department on April 13, 2004. A
notice was published in the Federal
Register pursuant to Section 6(b) of the
Act on May 25, 2004 (69 FR 29756).

Request
ACTION:
Notice.
SUMMARY: The Department of Labor, as
part of its continuing effort to reduce
paperwork and respondent burden,
conducts a preclearance consultation
program to provide the general public
and Federal agencies with an
opportunity to comment on proposed
and/or continuing collections of
information in accordance with the
Paperwork Reduction Act of 1995
(PRA95) [44 U.S.C. 3506(c) (2)(A)]. This
program helps to ensure that requested
data can be provided in the desired
format, reporting burden (time and
financial resources) is minimized,
collection instruments are clearly
understood, and the impact of collection
requirements on respondents can be
properly assessed. The Bureau of Labor
Statistics (BLS) is soliciting comments
concerning the proposed reinstatement
of the ‘‘Veterans Supplement to the
Current Population Survey (CPS),’’ to be
conducted in August 2005. A copy of
the proposed information collection
request (ICR) can be obtained by
contacting the individual listed below
in the ADDRESSES section of this notice.

SUPPLEMENTARY INFORMATION:
I. Background
The CPS has been the principal
source of the official Government
statistics on employment and
unemployment for 65 years. Collection
of labor force data through the CPS is
necessary to meet the requirements in
Title 29, United States Code, Sections 1
and 2. The Veterans supplement
provides information on the labor force
status of veterans with serviceconnected disabilities, veterans of the
Persian Gulf era, Vietnam-theater
veterans, and recently discharged
